The Herald -PM gives green light on world's biggest solar plant 2009.05.18

THE Hunter Valley is likely to play a leading role in Prime Minister Kevin
Rudd's $4.2 billion plan to build the world's biggest solar power generator.

Mr Rudd and Environment Minister Peter Garrett were at Liddell power station
near Muswellbrook yesterday to promote a range of renewable power and clean
coal programs outlined in last week's federal budget.

As well as a coal-fired power station, Liddell is home to a
"demonstration-scale" solar plant that Mr Rudd described as "a very good"
example of what the Government hoped to achieve.

The Federal Government intends spending $2.4 billion on clean coal
technology, $1.6 billion on solar power and $465 million on other renewable
technologies in a range of green energy schemes.

The clean coal money is over nine years and the solar funds over six, and
both depend on the private sector investing $2 for every $1 of taxpayer money.

Under the new Solar Flagships program, the Government would spend $1.4
billion $4.2 billion once the private funding is included to develop as many
as four solar generators on the national electricity grid.

Mr Rudd said the four solar plants would generate up to 1000 megawatts of
electricity. Liddell's coal-fired power station, by way of comparison, has
four turbines each generating 500 megawatts. The Liddell solar plant can
generate eight megawatts.

Opposition MP Bob Baldwin said the energy plan was "all big announcements but
no follow through" but Mr Rudd insisted it was "an effective and efficient
way" of joining with the private sector to build "a network of [solar]
stations across the country".

A Government spokesman said that the Hunter Valley, with its coal-fired power
stations and CSIRO energy research centre at Steel River, Mayfield, was
ideally placed to contribute to the solar research scheme.

Mr Rudd said the Government hoped to build "the world's biggest solar power
generating plant, three times bigger than that which currently exists in
California".

"What our friends here at Macquarie Energy have done, very intelligently, is
co-locate an eight megawatt station with an existing coal-fired power
station," Mr Rudd said.

"I am advised this is the only place in the world where this is currently
done. This is a very good way in which to demonstrate how this sort of energy
can complement traditional forms of energy."

Mr Rudd said tender specifications would be developed this year with
successful tenderers nominated by July 2010.
