IEC配偶工簽申請 - 加拿大

大家好，有關於IEC配偶工簽的問題想求教~~

小弟的太太日前有申請到IEC，而因為本人則因為年紀超過而無法跟著申請；

又苦於原本查到的配偶工簽說明，指出
「除非IEC participant找到的職業是TEER 0-3以上的工作，配偶才可以申請工簽」
因此這些日子只能在旁邊喊燒

官網說明如下：
“The spouse or common-law partner of an IEC participant is not eligible to
obtain an open work permit by virtue of the participant’s IEC application.
However, the spouse or common-law partner can apply for an open work permit
if the IEC candidate is approved to work in Canada for 6 months or longer and
is working in a job in Training, Education, Experience and Responsibilities
(TEER) category 0, 1, 2 or 3 of the National Occupational Classification(NOC)”

但剛剛發現似乎今年1/30開始政策有變，對foreign workers移除了原本TEER的職業限制
只有少數例外情況不能配偶不能申請，而IEC未在其中：

“Starting January 30, 2023, family members of most foreign workers can apply
for an open work permit. A few exceptions may apply to family members of
low-skilled workers.”

雖然看到這條非常高興，似乎表示我也可以申請而跟著一起找工作了。
但因為上面這兩項說明是矛盾的，所以也不太放心，又不敢亂試。

能否請教各位先進，是以新的規定為準嗎？還是兩相對照會有些危險？
