政府為因應國際上高等教育普及化的發展趨勢，積極推動教育改革，促使台灣教育呈現高度蓬勃發展現象，加上近年來少子化情況日益嚴重所造成的生源問題，「招生策略」是各校相當關切的議題之一，尤其是私立高等技職教育體系招生狀況日愈嚴重。然教育工作者在面臨競爭激烈的招生戰場，不能再如同往常一樣只是關起門來辦教育，不僅要帶入，也要走出，不能再只是被動的回應與接受，必須主動出擊，除主動將學校辦學績效傳達給社會大眾認識外，亦須了解顧客(學生)的需求與特性，並懂得吸引顧客(學生)選擇就讀，以擬定更佳的招生策略。

The goverment aggressively promotes the reform of education and makes the education highly developed due to the popularity of higher education around the world. Besides, the serious phenomenon of fewer children in recent years causes students enrolled decreasing. "The strategy to attract students" become one of the most concerned issues of each school, especially for private vocational high school. However, education workers cannot attract sudents on their own as before. They must not only bring students in but also walk out to find students. They cannot just passively respond and accepct, but intuitively go ahead. In addition to introduce the achievement of the school to people, they have to understand customers' (students') need and trait, and know to make better plans for attracting customers (students) to enter.
